I was correct about statscode.com allowing me to run a remotely hosted stats service using the $99 version. I emailed statscode.com a few minutes ago and this was their reply:

You can do this with the $99 version. The $999 version allows you to resell the code to other users under your own brand. The $99 version allows you to host it on one server and be able to allow webmasters to copy the code into their sites to track the sites usage. If you have any other questions please let us know.
