If I have found that someone has "hacked" into some software that I own, designed, developed, and copyrighted and this person has distributed this hack to a warez download site, what is the best way for a person to handle this issue?

Depends on what you mean by "best", the location of the person in question, and on the location of the site where it is being made available for download.

Assuming a US webhost, a DMCA notification to the host would be a good first step. But if you have a motivated person on your hands, you will probably end up playing whack-a-mole with webhosts until one of you gets tired.
