I believe Verisign actually owns (leases) the rights to the .ws extension (and .tv as well). They can keep or do whatever they want since ICANN doesn't have the same control over ccTLD's as they do with Global TLD's. They can keep or register any names they want in these extensions to my knowledge. They actually have a store on eBay where they sell premium domains.
