As im clueless regarding google adsense and wish to monetize some of my domains,i found a guy on ebay willing to design and seo for $275 and continue updates for $19.95 a month.

The question is :

Is this a fair price ?

If anything, try out a site like Scriptlance. You post your project and people bid. I guarantee that people will be offering to do it for less. I wouldn't use or recommend using eBay to hire people.
