Have they changed their system, or is this someone breaking the rules through my ISP?

I guessed that was it, but I'd just started a 2 hour download on a dialup. It also looks as if dd screwed up to domain list as well. I got in later with a different ip at the same isp.

maybe best if you can get in by different ISP or try using proxy.

I have got that message before, usually only lasted 24 hours. I assumed it was because I was clicking so fast through the list it thought I was a robot. Im more like a zombie though.
