As far as I'm aware, these are NOT the primary form of the adjective, as they are neuter. The primary form of the adjective (what you see in the dictionary, for example) is masculine.

I think these could also be masculine plurals. So yes, you have adjectives, but generally they only refer to objects of neuter gender, or to some unknown plural.

Someone correct my Russian if I'm mistaken.
