CPA leadgen stuff is anywhere between $1.50-$120.00 per lead, depending on the program.
Education stuff is usually between $15-$40, depending on the offer.
Anyone can run the program provided you're already part of a network.
To find decent offers, you'll need to find a site that logs offers, like Affiliate Seeker.
Top leadgen paying categories are financial offers... conversion rates are accordingly terrible.
