Wanted: Domain looking for a Vbuletin expert to design a forum

I am looking for a Vbulletin *expert* to design a major traffic forum.
I need to be able to see previous work done.
The person must be not only be able to install the software and configure it, but also custom design the graphics and be able to suggest templates and/or create there own.
