Does Google's TOS allow this? ie Placing your Adsense Bar in a website you don't own and presumably don;t control?

Yes they do allow it. Name pros for example lets its users post their adsense results on the site and it circulates. Not sure what domaininvestor is getting out of this.

I think they are inviting us to place our GOogle adsense bars on their (assumingly) high traffic sites. Into that they predict that we (our ads) will make a lot of money, they are proposing to collect a monetary sum upfront for letting us use their sites.
At least that's how I understand it without communicating with the original poster in pm or anything. It's my guess from reading the post ("need fast money for business now" etc).
