Looking for DIGG - style script - custom or exclusive rights - big budget

Looking for a script for a social media site like Digg.com

I would like to either have exclusive rights to the script or have it custom-developed, so I can manipulate or edit the script in any way I want.

Anybody know where I can look or who I can hire?
