Yes they are the ideographs for Tokyo. There score on local Overture and those of the English Translation are as follows:

This shows that not only are these symbols predominantly used for searching in Japan but also in most of the rest of the Far East as well.
Google Score is 39.7M
Obviously, there will be other terms which relate to Edo, its former name and Tokyo Metropolis, but I think you can say this means Tokyo. The Chinese use slightly different characters but I believe we have the rights to those as well.
We have also noted in recent days that Google is displaying the domain name in the URL instead of Unicode which of course will enable it to be indexed for Search Rankings.
Adwords is also great guns in Japan. I have one term that generates 90 Adword listings on Google.jp.
Traffic and earnings won't pick up until IE 7.0 is released, but I believe that will change everything!
