I had a domain regged through Yahoo @ Melbourne IT, it expired, so I renewed it @ Melbourne IT, the next day I had $21500 total charges on my credit card.

Likely it has nothing to do with Melbourne.
Perhaps your credit card details were compromised (spyware etc) and you should contact the issuer to have the card blocked now. Do you have the detail of the charges ?
