Need some help with OnlineNIC!

I have been trying to transfer some domains from OnlineNIC to another registrar for some time now. OnlineNIC denies the transfers each time. I have sent several emails asking why they are doing this and have yet to get a reply. I have explained to them that the reason for the transfers is that their DNS and forwarding tools will not work. Even when I try to use their default DNS, I get error messages. I want to use some of these domains with DomainSponsor, but can not until the DNS and forwarding is mofified. What internet body governs registrars? ICANN? I hate to file a complaint, but OnlineNIC will not even answer my emails. Can anyone help me out?
