Non-US owner of a .us domain name

There is one large website (daily 30k+ visitors) that is stealing our content (thousands of pages). He runs his website on a .us domain name, while he lives in China. Would it be possible to get the domain taken away from him, and if so what are the steps? It is not a revenge, the guy has no original content on his website, it should not exist at all, as all is duplicate content doing damage to the rest of the websites.
