Non-US Registrar

Hi,
I'm looking for a reliable & good non-US based registrar for .com domains. I need the following features

Whois Privacy
URL forwarding
a decent control panel

i.e. ideally all features provided by namecheap.com but is located outside the US. I dont want to pay more than 10 - 12 $ per domain ideally ;-)

Do such registrars exist? I'm quite desperate so please help!!
