Paypal Cross-Border Fee?

I realized that a few of my payments were short in paypal recently. I went and looked and what would you know.... They are charging some kind of "cross-border fee" along with the regular "basic fee".

Payment Amount: $300 USD
Basic Fee: -$9.00 USD
Cross Border Fee: -$3.00 USD
Total Remaining: $288

Is this just for Canadian residents? It appears there are users from UK and other places where I have been charged this fee as well. I have never noticed this before. What's the deal? How long has this been around?
