Lets say someone owns a generic website name like MyCoolWebsite.com. Is it legal to register another extension of it such as MyCoolwebsite.net?

Why not?

Of course it's legal - as long as you don't sell the same products or do anything "confusingly similar" to them.

Disclaimer: I don't register domains like that and I'm not a lawyer.
