I don't know much about them, so these are basic questions.

1. Where do I register them? I’ve seen that my country has one registry but registering it in another country may have lower fees, is it that possible?
2. What is the annual fee for having one?
3. Where can I find a “whois” for a TM? (I found one long time ago but I don’t know where it is anymore).
4. Do you know where can I find more information about them?

No, but the application must be based on use of the term as a trademark in interstate commerce in the US, or based upon a bona fide intention to use the term as a trademark in interstate commerce in the US.

At the site mentioned above, www.uspto.gov, you will find a friendly page entitled "basic facts about trademark" http://www.uspto.gov/web/offices/tac/doc/basic/

which unravels such mysteries as "Do I have to be a U.S. citizen to apply?"
