What is it? I have read it and still unsure what I can actually do with it.

You are supposed to write a smart application for Alexa, some good idea, what to do with their crawled index. Than Alexa steal the best ideas

You can ever program better search algorythm than Google has and make billions...

It's no that easy. They do not give you results, you have to request it based on their data, you must give it a "weight", at least I understand it this way.

Users can search and process billions of documents -- even create their own search engines -- using Alexa's search and publication tools.

You can create some killer applications with that API, which from the looks of it - http://pages.alexa.com/awsp/docs/WebHelp/AWSP_User_Guide.htm - is only accessible via Perl and C languages right now... which to me puts them at a disadvantage. Plus Im not that strong in either Perl or C

According to the email they also have Alexa Web Information Service - http://aws.amazon.com/awis - this I know!

The rest is really left to the imagination of the user //

You could create a replica of Webshots with that or a Video Dump Script (alot of members here are looking for that)
