when can i register a domian after it expires?

what do you mean it is showing 'expired'?
there is no such state.
there is redemption period, and pending delete.
expired=you can reg it now.
Perhpas you mean the expiration date shows it expired 3 months ago?
Still though, in that case, it should be available, unless it says regsitry hold (i.e. for 2 letter .orgs)
roughly allow 40 days after expiration, add another month for redepmtion and 5 days for pending delete (very roughly)
