Yes, and yes (if nobody else grabs it)

It sounds like you want to take your domain to another registrar. That's easy, sign up with your new registrar and transfer in your domain.

That will renew your domain in the process.

Many registrars (if not all) won't allow you to transfer to another registrar after the domain has expired. You'd need to renew at the old registrar, and then transfer away.

ive been told this by a registar as well
