I'm getting spam email from someone and their domain is though Moniker. Their DNS (host) is also owned by Moniker so I am assuming the email is going thought Moniker also.

Who can I report it to?

I tried abuse (at) moniker (dot) com but I don't know if that is active or if it'll work.

Keep in mind that anyone with domains at moniker can use their dns. It is unlikely they are actually hosting the site.

I looked up the domain in the email though domain tools and got the registrar and the DNS (for the host). The DNS / host is owned by Moniker, too.

Sorry dude, still not fully understanding you. The DNS hosting could be anywhere, but their MX records and originating IP are what matters, if indeed it was not a forged header.
