Where is the best place to buy website templates & put together turnkey websites

I am looking for a good cheap if not free place to get webtemplates for turnkey websites such as a dating site or hotornot site ect any suggestions

ps what do you guys think of http://www.premium-web-templates.com/ are they worth it? I was thinking of buying it for 25 bucks

This thread gets a bump due to the fact I suspect someone is now reselling this on the forum.
They are claiming that others cannot resell the same material when it clearly handed down from others.
