Who has the power of deletion in the "pending delete" stage?

Does the registrar listed in the whois drop the domain whenever he want to or is it handled centrally? I thought for a while that all drops were taking place at the same time. Now i'm hearing that registrars still drop at random times during the day.

I'm most particularly interested in domain discover and whether or not buydomains is dropping names at specific times only to pick them back up because I was watching a name today and there were no snaps or namewinner bids and it has not dropped as of yet.

i'm willing to bet its Network Solutions, acting as the registry, that controls the deletion process. But if I'm wrong please correct me, folks.
