I don't quite understand your question. The price is at $15 now. If you buy it you get the domain and all the files associated with the site (including the PSD file of the logo, as promised) which are ready to upload to a PHP enabled server. You only have to change the adsense code (or use another advertisement code) in on one page and it will be affected sitewide using PHP includes. I hope that answered your question.
