I'm sorry I don't think that would be possible as they have many members and this is a new promotion they are doing with DnForum as a partnership.
The $15 will be for new members that sign up.
However, for the current members that already use Sedo.com for Parking Page, they are also offering them the chance to upgrade so they can receive the 2% revenue increase/month.
