Andrew, if you are talking about .com, .net and .org these have all been registered a long time ago.

If you are talking about .org then they are not available for registration. When a 2 character .org expires it can never be registered again.

The two registries (.com, .net and .org) have retired all two character domains.

If they are in service. They may remain there as long as the owner
pays the renewal.

If the owner fails to pay. The registry will not let the domain drop, again.

The reason 2 character domains have been restricted is they can be confused with country codes (this is what ICANN says ... but even the President of ICANN admitted this was a little silly).
