I sell template sites. Are they developed? I think so. The meta tags have been written for proper seo. Hand submited to 90+ search engines including Google and DMOZ. All sites I sell have been indexed by google before they are put on sale. Most have a custom logo. Most importantly: Every site is modified so that they do what they are supposed to. It' rare to find a downloaded php script/template from either of the top providers, that doesn't have bugs in it. And I mean major bugs. But you would only know that if you took the time to try them out. The casino site I have on sale right now, had major code bugs in it. I spent about 3 hours fixing it. If your buying a template site at any price I suggest you try it out thoroughly before you buy it.
