3 characters, what is premium ?

Hi, newbie question,

for LLL domains I see the word 'premium' being mentioned a lot, what is meant by this, I assume letters like Q, Z, X are considered not premium, if so is there a general rule ?

Also for NNN or NNNN domains (or numerical domains in general) does a similar 'premium' code exist ?
