Not hard to do international call at all. Google zip and area code.
French people also speaks english.
 
Email needs to be in French .

1. I have been to France over 9 times and I can tell you first hand that most young people speak English. Though it is a bit different in countryside and with older people. However, I doubt that if the person is in IT business then he doesn't speak English.

2. Use Skype-Out to make calls to French cellphones for 20 cents a minute or landlines for even cheaper (more like 8 cents).
 
I think it is better to write in French. We are used to receive a lot of international spams and some people will just ignore foreign emails ;)
