Any luck marketing small towns/city domains?

I was wondering if anyone has had any success, or input on purchasing smaller town/city names throughout the U.S. (And abroad), and marketing them to either the city (city council, or whatever), or any business within the community. I'm talking about towns with 3-4,000 people or smaller, up to 50-100,000 people.
