Application for user to create own pages

I have a couple of domains where I would like users to be able to create their own webpage (maybe a few) in a subdirectory.

The thought is they could sign-up, edit the html and save it. It would appear as http://mydomain.com/web/userdir/ or maybe http://mydomain.com/web/userpage.htm. The users html would be wrapped in a template, so I could add some text links.

Does such an application exist? I have looked around the script sites but can not see anything.
