With a population of just 96,503 (2009) this would likely need to have a better extension or a tie in for .tv. It's ccTLD extension is .tr and I'm not even sure that's available right now; their most popular sub-domains are .com.tr (which is available) and .web.tr (which is not). This really does not have much current value based on the research I have done.

I see someone get one domain LLLL.tv from drop in 9-2011 and sold it for $18K ! its good for him , I hope i will get the same in any domain one day

You can surely make some money in .tv's(I did...) BUT this is not a domain where you can get some revenue from.
Better focus on .com
