No you do not need to buy licence anywhere. Its PHP script and its free and mysql db it is also. Is has nothing to do with licence. If you want to trasfer to your hosting company you can take content and do it. If you want us to setup for you we can do it too but it will cost you.

will provide you with access to the auction files, however I need an answer to the following question:
1. You can host the site on its current server? If so, there is $9.95 per month hosting fee which is payable through 2Checkout.com.
2. If you wish to host the site elsewhere and need my assistance in moving the site, there is a small fee to move the site to your web hosting account.
Currently domain name is hosted in 1and1.com, you can open free account there we can transfer domain name over to you.
Please let me know if you have any question.
