vBulletin isnt open source, and IPB isnt either. (Though you do get a copy of the source when buying a license)
But in my opinion, here are the top three best forum softwares out:
1. Invision Power Board
2. vBulletin
3. phpBB
I personally recommend buying a license from Invision. Especially if you are new to running a board. They offer support by email, ticket, and also phone. (All included in the license)
