Best Way to create a directory for a website?

Do I need eDirectory or PHPMyDirectory to create a directory for my site?

If I'm hiring a web designer/developer to create a classified site for example, can the designer/developer create a PHP directory for me or is using eDirectory or PHPMyDirectory the best choice? I'm a bit confused.
