excuse me, but you can`t say no reserve.....otherwise what is US $7,500 ?

$7,500 is clearly marked as the ebay 'Starting bid'.

There is no ebay 'reserve' price set.

Therefore he (the seller) can say 'no reserve' if he wants to.

formally you`right but it`s commonly recognised that when people run auctions with no reserve the price starts from the minimun possible or usually just $1.
Having a starting bid of $7,500 and he did not say that on the initial opening message, it`s like if the reserve is $7,500 because no matter what but the name won`t be sold if people don`t bid at least that amount.

Perhaps it's not a perfect post, so what. Seller is not trying to hide anything or deceive anybody imo. It's clear as day on ebay and just one click away.
 
Those that have no clue about eBay terminology should RTFM.
