Wanted: Service Blogging website

I am looking for someone to create me a website that is similar to Blogger.com

I want people to be able to create an account, that will enable them to create 1 blog which can be edited by them.

Also a feature to upload images, and a control panel for me to limit the size of pictures and also approve new blogs. Also a place to add advertisements on the homepage and individual blogs.

If you could give me a price in $ and also links to previous work.
