Can I get the refund if I failed to register the Chinese IDN Domain?

On Sept 7, I tried to request some IND domain by the punycode, but I failed. All goes very well before finishing the payment, and I didn't find anything wrong for it. I get the failure information after paid it.

I paid the money but didn't get the registered IDN domain. What should I do to get back the fees? Thanks!

I wrote to the support of moniker now and getting response from them.
 
we can manage IDN names but cannot register them yet. We will have this available in November.

your account should have a credit in it or a refund to your card for this.

Its always great to see a registrar with such fantastic customer support. The only registrar I've seen with this in the last few months is moniker. Keep up the good work!
