Can you backorder a Redemption Period/Pending Delete-Restorable name?

If someone wants to backorder a domain name, can s/he do so if the domain
name is already in Redemption Period/Pending Delete-Restorable?

I had an almost-heated argument with a friend of mine about this and he says
they can't.

First dumb question of the year...
 
Next question is:

For those that "give" their own names to people who back order with their own service, does it matter whether the backorder is made before RGP or at a later stage.

i.e. Will a snapname backorder, or Dotster bid, automatically pick up a name if it is already in RGP, or will it have to compete with the other services.

Curious.
