That WIPO was filed before the WIPO committee decided that you can not file a WIPO against a geographical location (The Something Act...can't remember the name...it starts with an L).

If you are talking about the Lanham Act, that was from several years ago when Bill Clinton was president. This WIPO was filed in February 2006.
