$5,000-$7,500 as is. There is tremendous development potential with this type of name. That's an entire city of 36,000 people with a good amount of searches - some cities don't get searched too often. Develop it, and allow local businesses to advertise on a few spots of the site for a monthly/yearly fee. If you owned say "Cape Girardeau Toy ota" would you not want your ad on Cape Girardeau dot com for just $50/mo ($600/yr). Auto Dealerships and Real Estate Agents are the ones who will advertise, since one local lead can mean one big sale, so it's worth it. Local search advertising has been and will continue to grow rapidly, as reported in many search-related news stories.
