Cheapest registrar?

I think the cheapest you'll find is maybe $6.75 per name but you'll have to look around or just ask your current registrar for a discount.
Also, you may get what you pay for. Cheap registrations probably means no or bad customer service, bad user interface (making changes difficult) or hard to get auth codes so it is hard to transfer out.
Go with known registrar who you have dealt with and like the user interface etc. Transfer one domain to five or six different registrars then make changes etc and see which one you like the best.
Price should only be one consideration.
I am a wild west reseller (godaddy reseller) and like the interface and get a refund on every name I buy. I think my net is about $7 on .com names which is about as low as you are going to get.
It costs $99 per year to be a godaddy reseller.

yeah, you'll get $6.95 names if you use a coupon like OYH3 through godaddy.
If you could become a GD/WWD Pro reseller before 30-August, you will have the buy rate @ $6.50 for each domains. If you transfer more than 200 .COM domains, you get another 0.3 $ discount per domain. Otherwise you can transfer all your domains @ $6.63/domain using bulk transfer option.
GD/WWD Pro reseller cost $ 199 at GD/WWD site. However, if you get from one of the super-reseller, you may get as low as $160 only.
You can negotiate with a selected registrar ( though difficult) or with a GD/WWD reseller for a better price so that you can get some refund after the transfer is completed. If you are interested to negotiate with me, send a PM. You will not be disappointed.
