You can't ship cigars and cigarrettes to customers in the state of New York I believe. Since you can't ID check individuals NY does not want underage teens to get them.

2jeff: he can ship cigars and cigarettes into any US state I think. Just incorporate a company in Panama or any offshore zone. How can NY state castom stop the delivery?
