It's normal to have a few like that. They are either not taking new affiliates or have some other requirements. If every advertiser is denying you automatically, it could be you have your website settings set as something other than website/content as promotional method. Many will screen out email marketers and other promotional methods.

PM me some of the advertisers and I can see if they auto reject me.

Added:
Could also be this...

Commission Junction will be performing regularly scheduled system maintenance on Thursday, July 23, 2009 at 3:00 p.m PDT until approximately 6:00 p.m. Tracking and recording of transactions and all other member area capabilities will be fully functional during this period.

F*ck em then dude....just park it instead and make them pay for the clicks. I was going to do a bunch of affiliate stuff and the silly little wanna be money making programs they run don't pay crap half the time and always decline everyone and you gotta go through hoops just to get approved to bring them customers...totally f*cking ridiculous.

I was thinking about affiliates because my traffic at parked is currently rated a 10 and thought affiliates would earn more especially with the real estate/rent domains.

I had 2 bad experiences with CJ.
Once they rejected me without a good reason and the next time they paid me only half of the owed amount and locked my account.

I have been declined many times by the CJ advertisers both now and in the past going back years, but no idea why.

It's really odd because I would be bringing business at no up-front or ppc cost so it's really surprising they would not want the business even if not too much since any business is better then no business, especially in tough economic times.

The only affiliate that i actually earn and pay well is from a stock photo site. Other affiliate programs are semi scam in my opinion and Commission Junction is one of them.

CJ and Linkshare have done nothing for me.

Amazon was great but now NC is banned from being an affiliate (the state of NC wanted Amazon to withhold state tax from their payments to affiliates. Amazon refused and dropped all NC affiliates).

Adsense has also been good for me. I need to get off my ass and make more sites.

I heard bad things about CJ, but tried it and weeeeeeeeeee $$$

Traffic, unique content and a good niche, your good to go. I apply more for the advertisers who pay by lead rather than by sale. Meaning anyone who opens a free account I will get $xx.xx and if they buy / fund a account I get another $xx.xx ~ the only pay by sale banners I put up are items that I know many people would by without a doubt and pay atleast 5-50$/sale.

↑↑ This.

Don't go with pay per sale / conversion affiliates if you're basically sending traffic from your domain.
Do it by click if you can (because then anytime someone goes to your domain it IS a click) or by lead / submit basis.

I've had great success with CJ. Only problem I've run into other than the odd rejection when applying to a new advertiser is ones who you've had great success with suddenly terminating their relationship with you. I then noticed the same companies were targeting my google ad positions on the same sites! I quickly used the block advertiser function and put an end to that little game. One asked me back a week later...

Yeah, it really doesn't make sense denying cpa publishers, nothing to lose, everything to gain, excluding porn or illegal sites.

When went to login I get a message from CJ.com saying my acct had been closed because of inactivity (as far as revenue goes). It turned out I was able to reopen the acct but all the affiliates (that took so much time in getting approved and their CJ links on my sites, many hrs of lost time) were removed so they wanted me to start over from scratch. Look at the stats and give me help on if I should bother to start over!

These were the dismal stats on that date:

30 day stats report across total of several sites I had running the CJ ads (both the ads and websites are very well targeted by the way).

Report Total $0.00 $0.00 60 17,390

That's right, 17,390 impressions with a mere 60 clicks and not even one order - with zero income. How amazing is that.

Yep, about the same for me, but I think there is still hope, need to find the right ads.

Don't see how that can be the problem? The ads were right, well paying, looking clickable, and targeted toward the domain and content.

In particular, the great looking and extremely well done health site Tia made for me with good CJ ads on the site.

There must be a lot more to the CJ failure than is obvious, I doubt a matter of finding good ads.

I caught Commission Junction RED HANDED commiting FRAUD against me a few years ago.

After sending them thousands of impressions for their eHarmony promotion I had serious doubts that I had "zero" signups. SO, I clicked my own ad and signed up myself (which you are allowed to do), and still their report said ZERO signups.

A CJ official gave a talk at Pubcon, and I confronted her after her talk, along with another person with a similar complaint. She gave me her card and promised to 'look into it". Not a word in response, and she doesn't answer my email.
