Hello, welcome to DNF. The OP is selling the domain name ContractExpert.com and it must be transferred out, meaning if you purchase it you go to your registrar you register your domains at and request a domain transfer. He is not selling a contract service.

Regarding the new thread, when you go to the particular forum you want to post in, there is a black button that says "Post New Thread." This is at the top under the breadcrumbs: Home > Forum > Platinum Forums
