Sorry Stewart, the answer is wrong. There are no such "fortune city" at all, lol!!!
I've already given out a hint, "It's just a piece of cake if you known fortune cookies well!!!"

Imagine what city have "for" as the first 3 characters.
One more important hint: It's not an actual city.
That should making it more easier.

i.e Please do not use search engine for such kinda answer otherwise its a bit unfair and consider cheating.
