.de and .co.uk. I need some education

I'm interested in registering .co.uk and .de domains. I also want to stay within the law.

Is it legal for non-residents of the above countries-U.K or Germany to register them?

For .de you also need a local admin-c contact, some registrars will provide you with one if needed but not all, so check with the registrar before.
Oh another restriction with .de: you need at least 2 name servers and they must be on different C class network. The registry will reject them otherwise.
