I read that headline and thought it was a DomainGang parody. Is anyone really supposed to believe this?

I believe it. Their clientele is largely end user and Webnames has been promoting .tel for the past few months in their blogs and newsletters.

.TEL had 261K domains to start March, and 242K to start July. It is certainly headed in the wrong direction.

That would have been completely unbelievable :D To compare .tel - at 242k registrations in 16 months according to HosterStats - with .co that achieved more than 310k in less than a week, that's a joke. The .tel announcement is just a PR from a small fries Canadian registrar.
