Do Deleted Domains Lose Their SEO Value?

I know that if a domain passes through expiring stage and deletes and then is bought through a backordering service - it's creation date changes to the new date it is bought.

In this case does it lose all of it's SEO value?

- page rank?

- power of it's backlinks?

- power of it's history?
